Except I changed it so it would have a 700 watt power supply.
Please help and please bare in mind that I know next to nothing about computors, and therefore would not know what anyone is talking about if they tell me about the parts I would need to change.

You are screwed, man. If this was a system that was just delivered yesterday, it would have been covered under warranty. But wait…you changed the power supply? That voided the warranty. Not to mention, you might have caused the problem by changing the power supply.
I think the best advice anybody could give you at this point…
VERY CAREFULLY re-install the original power supply, and then return the system for a refund. Hope that they don’t notice that the system was modified…
If this was delivered to you built, you need to send it back, while you still have the collect and deliver warranty. If you mess with it they will back out of all warranty.
If this is a new PC then you must get it sorted by whoever you bought it from.
Call them or go and talk to them.
I think they didn’t put the HDD as primary boot device, go into the bios of and check the boot order.
It should be

[2] CD 24X Double Layer Dual Format DVD±R/±RW + CD-R/RW DRIVE. (BLACK COLOR)
third device which ever you have.
